On October 22, 2002, the Officers and Executive Board took the final vote on billboards depicting the Unions' displeasure with Verizon's treatment of our members and our customers. This vote passed by a 7-1 margin.

All Units were given the opportunity to have billboards of some type in their respective areas. The billboard company had no available billboards in the Northern Unit area.

The location/addresses of the billboards are as follows:

1) 1455 Broad Street, by 1 Washington Park, Newark
2) Route 33 - East of Fairfield Road, Howell
3) Routes 1&9 @ NJ Turnpike Entrance Exit 11(Dowd Ave.) - Elizabeth
4) Atlantic City Expressway East of the Rt. 42 split, Washington Township


Please take a look at these billboards and ask your families, friends and acquaintances if they have seen them!

Also, we have gotten pins to protest Verizon's treatment of our members. Please wear them proudly in protest. Your local representatives will get them to you.

LOCAL 827 PETER J. CASEY SCHOLARSHIP FOR 2002-2003

It is time once again to call for scholarship application for your son/daughter in his or her senior year of High School.

1. All applications must be received at Local 827 Union Headquarters by January 31, 2003

2. Each scholarship is $1,000.00, and will be awarded to two (2) students per Unit, for a total of $14,000.00.

3. For scholarship applications, please call Local Union Headquarters at (609) 443-4100.

4. All applications received are forwarded to Rutgers University for consideration. The Office of University Undergraduate Admissions Committee makes the selections.

In addition, IBEW offers other Scholarships:

An IBEW Founder's Scholarship for IBEW members only (this does not include spouses or children). This scholarship is for IBEW members who have been in continuous good standing for the four years preceding March 1 of the scholarship year.

A Union Plus Scholarship for IBEW members, as well as member's spouses and dependent children.

Applications for these Scholarships are also available in Union Headquarters.

INFORMATION BULLETIN #02-15

1)   1st Day of Absence Overpayment Recovery The Company has notified the Union that they made an error in over paying members in regard to a 1st day absence/illness.

Per the Company, the errors occurred between 5/19/2001 and 11/17/2001.

Beginning with paychecks received on August 30,2002, the Company will begin to deduct money that was paid to members who were not eligible to be paid for the 1st Day of an absence/illness.  The payments will be recovered at 10% of the basic weekly wage until the full amount that was paid in error is recovered.

If you have any question that your absence may have been Workers Comp related, please contact your Local Representatives for verification.

2)  Benefits Enrollment /Renewal

Last week our members received correspondence from the Company in regard to certain changes in the Benefits Renewal process.

These changes were not discussed with the Union and currently we are attempting to come to an agreement with the Company concerning this issue.

The main issue is that the Company is not automatically mailing a Benefits Renewal kit to any member unless specifically requested between September 2, 2002 through September 13, 2002.

In the event that no agreement is reached, please be advised of the above time frame in which to request your Benefits Renewal kits.

3)  Verizon Takes IBEW Local 827 to Federal Court

On August 12, 2002 the Company and Union went to Federal Court in regard to a complaint that was filed by the Company in which allegations concerning work stoppages, vandalism and sabotage were made.

After the lawyers opened discussions, the presiding Judge decided that the Company allegations were not substantiated and suggested that both parties come to agreement on the following specific issues:

Agreement was reached in regard to Verizon's non-DOT, daily, Motor Vehicle Inspection Policy (Check List 20-1565), Items #17(tires) & #21(wheels) which would be checked visually.

The Company may change its Motor Vehicle Inspection Policy at any time but, must do so, Statewide.

Each director in Verizon, New Jersey, with responsibility for technicians who operate non-DOT commercial vehicles shall send President Turdo a letter stating that the inspection of tires and lug nuts shall be visual only.

President Turdo will sign a letter addressed to Local 827 technicians who drive non-DOT commercial vehicles that disagreement with the motor vehicles safety policy is not a defense for insubordination.  A copy of this letter will be given to William Hart, Director of Labor Relations and this letter along with the various Directors letters will be posted in all the work centers where technicians who drive non-DOT commercial vehicles report.

After the above details were finalized, the Company agreed to withdraw the complaint and contempt charge with prejudice, and without costs or fees to either party.

Verizon has notified us of another surplus in the Plant and Engineering Collective Bargaining Agreement.  The total number declared surplus in the five (5) departments is 57.

INFORMATION BULLETIN #02-11



The EISP offer, which closed on June 20th, resulted in 272 volunteers from the departments who declared a surplus. The total number declared surplus between IBEW and CWA was 444 statewide, with the majority of the surplus in the IBEW.

On June 26 we were notified that 261 IBEW members were accepted for the EISP, with the off payroll date being June 29.

Although the Company did not reach their target in New Jersey, there is no threat of a layoff. It seems that this will be acceptable to them at this time. This all hinges on the surplus numbers not changing.

Surpluses in the rest of the region are as follows:

New York - 2,023 declared surplus. 1280 volunteered for ISP.
Pennsylvania & Delaware - 92 declared surplus. 85 volunteered for
ISP.
C&P - 181 declared surplus. 152 volunteered for ISP.
New England - Over 900 declared surplus with an ISP offer scheduled       in early July.

We will keep you updated as developments change.

INFORMATION BULLETIN #02-10



All newer model "Digger Trucks" are to be retrofitted with remote pendant controls to insure the operator's safety while operating the paddle wheel or Hurdy Gurdy.

After discussions with Richard Kaye, Verizon Corporate Safety Director and Ed Levering, Verizon Construction, it was agreed that no Outside Plant Technician would use these controls until the truck is retrofitted with a remote pendant control.

The present controls for the paddle wheel operation is in direct line with the operator. If the pulling line (rope winch, mule tape, etc.) were to break, it may leave the operator in serious jeopardy!

The details of the retrofitting are not yet finalized and as soon as this information is available I will get it to you.

INFORMATION BULLETIN #02-8

     Last week we were notified of another (EISP) offer in various departments around the state. The total number declared surplus last week was 328. After that notification, I was informed that this current surplus is a result of an "external event" and that the Company will not guarantee us that they will not go to a layoff. This week we received a revision, which increased our surplus to 436.

     Our job security clause in our Merger Agreement gives all bargaining unit members the protection of no layoff until the end of our current Collective Bargaining Agreement unless an external event affects the business.

The following is the language that describes an "external event" in our Merger Agreement.

" The parties also agree that an "external event" that is viewed as significant and that directly reduces the need for a large number of employees, shall not be considered "process change." An example of an external event might be a state or federal regulatory change that causes the Company to abandon a line of business, an interexchange carrier takeback of billings and collections, or the loss of a major telecommunications network contract."

As you can see for yourself none of the examples explained above have occurred! If the Company resorted to layoffs this would be another blatant violation with total disregard for contractual agreements.

     At this time I do not believe that they will get enough volunteers to take (EISP). What the immediate future holds is uncertain at this time. What is certain is that they don't give a damn about the customer, they won't hesitate to violate an agreement and they continue to lie. A layoff would be only to insure that they meet their bean counters projections.

     We will keep you posted of any developments and will pursue any avenue available to us to challenge any blatant violation to our Collective Bargaining Agreement.

Verizon Connected Solutions Layoff

     Verizon Connected Solutions has notified Local 827 that they will layoff 203 of our members statewide. This layoff is due to Verizon's decision to move all copy work back to the Core Company, and the continued downturn in the economy. The layoff will be effective May 6, 2002.

     We were successful in having Verizon offer 20 Term Frame Attendant jobs to our members working for VCS. The Company has yet to respond to our proposals to eliminate contractors who currently do cable locates and to have Local 827 members do this work.

Verizon Surplus

     In National Operations the current surplus is approximately 200. The Company intends to offer Enhanced ISP sometime in mid to late May with an off payroll date in mid July. We do not have the official notification at this time and will get the information out as soon as we receive it.

At this time there are no surplus in Network Operations and they do not intend on offering anything in the next several months, unless things drastically change.

     I do not have any other updates from other Lines of Business at this time on current surplus. We will update you as we receive additional information.

Verizon Avenue Subsidiary

Per our 2000 Memorandum of Agreement pertaining to Subsidiaries and customer premise DSL work, we have reached agreement with the Company to have Verizon Avenue employees covered under the existing collective bargaining agreement.

     This subsidiary will resell DSL service under the Verizon Avenue brand in multiple dwelling units. The work involved is from the demarcation point to the customer equipment, including the PC software. All work associated with the regulated side will be done by the Core Company, including Verizon owned riser cables.

     The title for this new group is System Technician. Currently we have two members working for this subsidiary with the possibility of adding two more. We are working with the Company to have these openings available to interested members through RAMP.

We need your help to police this Subsidiary and to make sure they stay within their own job scope and to make sure they discontinue the use of contractors, which they told us they have done.

Alarm Response Center Technician:

Pursuant to Article XXI in the Plant and Engineering Collective Bargaining Agreement the Company has notified us that they will create a new job title. The new title is Alarm Response Center Technician. This center will be in Freehold New Jersey. The center will be operating 24 hours a day, 7 days a week. Some of the responsibilities for these Technicians will be to monitor building automation systems, analyze, troubleshoot and correct, where possible, building alarm conditions and technical support and assistance of Building Equipment Mechanics. The wage rate for this new title is $1083.00 per week and is in pension band 122. This center will be staffed with 9 to 12 technicians and should be on line by July 1. These jobs will be advertised through RAMP.

After reviewing the job duties and the associated wages, the Executive Board agreed to this new title.

I have just been informed that in the past several months Investment Firms have been visiting our work locations and claiming that Local 827 has endorsed them. This is not true. The only plan Local 827 has an affiliation with is Scarborough Alliance Corporation.

If an investment firm claims that they are endorsed by Local 827, do not believe them.

Local 827 does not sponsor "Scarborough Alliance Corporation," and you have the right to choose any investment advisor that meets your qualifications.

April 4, 2002 - Anniversary of Dr. Martin Luther King's Assassination. On June 27, 2001 a motion was completed and approved by IBEW Local 827 membership concerning the fight to attain Dr. Martin Luther King's birthday (January 15th) as a Verizon paid holiday.

The motion reads: "To/For: Approval that whereas the fight to win January 15th, Martin Luther King's birthday, as a paid holiday from Verizon is a fight that is in the interest of all workers, and whereas Martin Luther King was a genuine fighter for the interest of all working people, be it resolved, that Local 827 IBEW will show its support for this campaign by urging its members to wear black or wear a button on April 4, 2002, the anniversary of Dr. King's Assassination."

This bulletin is a reminder of the motion you passed last year. April 4, 2002 is approaching and Local 827 IBEW fully supports this motion and believes that Dr. Martin Luther King's birthday be designated as a Verizon paid holiday.

Corporate Profit Sharing

     The Company has informed us that the Corporate Profit sharing award is $600.00 for plan year 2001. This CPS award will be prorated for part time employees and those who participated more than 3 months in the plan year. In addition $600 will be applied and calculated as an overtime adjustment for plan year 2001.

     Effective this year you can elect to contribute the entire amount into your 401K savings plan. If you elect to contribute into your 401K Savings and Security Plan, the CPS award will be contributed into your Savings and Security Plan on a pretax basis and the first percent (6%) will be treated as a basic contribution for purposes of the Company match.

     The Company has distributed some information on the CPS award. In their notification they have mentioned that union dues will be deducted from this award. Local 827 IBEW will not deduct union dues from this CPS award.

Beneficiary Forms Update

The following information was received from the Company on beneficiary forms update.

All beneficiary forms have been transitioned to the new benefit vendors. If you wish to verify, update or obtain a copy of your beneficiary forms, you should do the following.

For Savings Plan:

     You may request a form on-line at www.401k.com under the plan literature link or call the Fidelity Service Center at (888) 457 9333 and a representative will send you a form to complete and return in the envelope provided. If you wish to only verify or obtain a copy of your beneficiary form on file, the representative will process your request and mail the form to your home.

For Basic Life and Pension:

     Basic life insurance and pension beneficiaries have been imaged and transferred to the Verizon Benefits Center; however they are not viewable on the web site. If you would like to verify your beneficiary designations, please contact Verizon's Benefit Center at (866) 998-8777. A Benefits Center representative will be able to verify your current beneficiary designation with you over the phone.

For Supplemental Life and Supplemental AD&D:

     Beneficiary designations on your supplemental life coverage remain unchanged. The beneficiary you had designated prior to 2002 is still in effect. If you would like to change your beneficiary designation, you can do so on the Web at www.perplans.com/verizon under changing and using your plan. Print the Designate Beneficiaries form from the list, complete and send to the address indicated.

INFORMATION BULLETIN #02-01

Today we met with New Jersey National Operations President Ray Klaus. This meeting was scheduled to update us on the current surplus and their business plans to address this issue. The current surplus budget equivalent is approximately 600 in National Operations.

The following is an overview of their intentions to resolve the surplus:

- Move approximately 200 Facility Technicians from Construction to Service Delivery.
- Eliminate some subcontracting of work.
- Negotiate with VCS concerning the content of their work.
- Reduce overtime from 4 hours per employee per week to 3 hours per employee per week.
- Adjust some work schedules and possibly implement different tours.
- Possibility of another EISP in the near future.


Movement from Construction to Service Delivery will take place once locations are identified. Your local representatives will be working with the Company to resolve local issues involved with these moves.

After District moves are complete, there will be a limited number of openings in the South. These moves will be done by seniority. Ramp will be used to identify anyone interested in moving within the National Operations organization.

If you are interested in moving out of your current District, please make sure you have an updated PED form on file and submit your standing requests to the areas you are interested in.
