LOCAL 827 PETER J. CASEY SCHOLARSHIP FOR 2004-2005

It is time once again to call for scholarship application for your son/daughter in his or her senior year of High School.

1. All applications must be received at Local 827 Union Headquarters by January 31, 2005.

2. Each scholarship is for $1,000.00, and will be awarded to two (2) students per Unit, for a total of $12,000.00.

3. For scholarship applications, please call Local Union Headquarters at (609) 443-4100.

4. All applications received are forwarded to Rutgers University for consideration. The Office of University Undergraduate Admissions Committee makes the selections.

In addition, IBEW offers other Scholarships:

An IBEW Founder’s Scholarship for IBEW members only (this does not include spouses or children). This scholarship is for IBEW members who have been in continuous good standing for the four years proceeding May 1 of the scholarship year.

A Union Plus Scholarship for IBEW members, as well as member’s spouses and dependent children.

Applications for these Scholarships are also available in Union Headquarters.

INFORMATION BULLETIN #04-09

The Unions and Company met on July 8, 2004 in Washington D.C. to discuss additional increases under the terms of the 2003 Collective Bargaining Agreement. The Company was not interested in any discussions on additional wage increases unless the unions were willing to make changes in our existing job security agreements. The Unions rejected making any changes in the Job security language and the existing negotiated increase of 2% will take affect on

August 1, 2004.

The following are the Verizon existing top rates and the new top rates effective Sunday,

August 1, 2004.

Unbundled Network Element Pricing


We have been working with the Company and the Governor's office over the last several months in an attempt to have the Board of Public Utilities review the rates that were set for Verizon to charge competitors to lease our lines.

The Board of Public Utilities will have an answer on these rates on April 2, 2004. The competitors are now sending numerous letters to our Governor urging him to keep the rates as they are today.

As you are aware there has not been any new investment in our network since competition was introduced in New Jersey. We need these rates increased so Verizon can start investing this money in deploying the new fiber to the premise technology. Without this increase this project will be put on hold for this year.

We need to combat the letters being sent in opposition to this increase! Within the next day or two your local representatives will be asking you to sign a preprinted post card, urging Governor McGreevey to increase these rates so our members can start deploying this new network.

Building this new network will be the work and technology for tomorrow. It will enable us to provide the latest technology to New Jersey residents and will insure work for our members for many years to follow.

At the present time only make ready work is being done for this project. I have spoken to the Company numerous times over the last several months on the deployment of this network. The Company wants to wait until the Board of Public Utilities makes their decision on April 2nd.

IBEW Local 827 members will build this network and deployment discussions will only take place if we are successful in increasing these rates.

I urge you to please sign the preprinted post card and return it to your Steward.

Corporate Profit Sharing

The Company has informed us that the Corporate Profit sharing award is $700.00 for plan year 2003. This CPS award will be prorated for part time employees and those who participated more than 3 months and less than 12 months.

You can elect to contribute the entire amount into your 401K savings plan. If you elect to contribute into your 401K Savings and Security Plan, the CPS award will be contributed on a pretax basis and the first 6% will be treated as a basic contribution for purposes of the Company match.

The award will be issued via separate paycheck on March 5, 2004.

IBEW Local 827 and CWA Local 1023 are co-sponsoring a Statewide Rally on January 19, 2004 (Dr. Martin Luther King Jr. Day) at 540 Broad Street, Newark. The Rally will begin at 12:00 Noon.

The Rally, in celebration of the work of Dr. Martin Luther King Jr., stems from a motion at the October 29, 2003 Essex General Membership Meeting and approved at the November 18, 2003 Executive Board Meeting.
