The contract ratification votes were concluded yesterday. The members overwhelmingly approved the new 5 year agreements. Below is the total vote for the entire mid-Atlantic region (Verizon and Verizon Connected Solutions). There is also a breakdown of vote tallies by Unit. I once again want to thank you for all your efforts through this process. Once again we proved what we are able to accomplish when we are united.

LOCAL 827 PETER J. CASEY SCHOLARSHIP FOR 2003-2004



It is time once again to call for scholarship application for your son/daughter in his or her senior year of High School.

1. All applications must be received at Local 827 Union Headquarters by January 31, 2004

2. Each scholarship is for $1,000.00, and will be awarded to two (2) students per Unit, for a total of $14,000.00.

3. For scholarship applications, please call Local Union Headquarters at (609) 443-4100.

4. All applications received are forwarded to Rutgers University for consideration. The Office of University Undergraduate Admissions Committee makes the selections.


In addition, IBEW offers other Scholarships:

An IBEW Founder's Scholarship for IBEW members only (this does not include spouses or children). This scholarship is for IBEW members who have been in continuous good standing for the four years preceding March 1 of the scholarship year.

A Union Plus Scholarship for IBEW members, as well as member's spouses and dependent children.

Applications for these Scholarships are also available in Union Headquarters.

INFORMATION BULLETIN #03-12


On Tuesday, August 19th, CWA filed a criminal complaint in New Jersey U.S. District Court against Verizon. The complaint charges two Verizon executives with violations of the Omnibus Crime and Safe Streets Act by unlawfully and secretly accessing a private CWA conference call that was by invitation only.

Verizon then used the information they illegally obtained to file a contempt of court action against CWA Executive Vice President Larry Cohen because in this private connection, they allege he said: I hope Verizon can hear us now.

Verizon's wiretapping of a CWA conference call is corporate conduct as low and disgraceful as it gets. It was a common practice 65 years ago before the National Labor Relations Act. In their court case CWA asked for a jury trial. And, it would be immediate discharge for any employee who accessed a management call and used the information publicly. The Company has violated its own code of conduct in this matter.

So, it was kind of interesting that the management, instead of commenting on being caught committing disgraceful and illegal acts, issued a press release in which they expressed their concern that IBEW and CWA's strategy of the potential customer carrier switch could jeopardize our good union jobs.

It would be a laugh if it wasn't our jobs and our members' lives they were toying with.

What is really at stake?

Last December 3,400 sisters and brothers, men and women with spouses and children, were laid off. We had offered to discuss giving the company concessions to save their jobs.

This same company that now expresses concern for our jobs said to CWA president Morton Bahr, said: "The bodies must go."

So 3,400 "bodies" went - and for seven months, most lived a life of hell. Until July 11, Arbitrator Das ruled that Verizon violated our contracts and the 3,400 must get their jobs back with full back pay. And, they returned to work on July 30.

The day following the arbitrator's decision, the company - a really graceful loser - demonstrated their compassion by demanding a change in our job security language so they could once again lay off these same members plus thousands of others.

Your committees have steadfastly refused. We contend - and the company finally admitted that there is enough work contracted out that would eliminate any surplus if brought in-house.

But what did they offer us?

The company will bring in 2,500 DSL jobs now contracted out, but the union has to give up our job security and permit the company to lay off.

Obvious question: Why would there still be a need for layoffs with these new DSL jobs?

The company's bargaining chair said these DSL jobs would not be covered by our contract terms; would be a low rate of pay with few benefits. And, where would these jobs be? All we were told was there would be two centers, one on the East Coast and a second "in another time zone." And, under the company's proposal, the 3,400 were not enough. Large numbers of other members also would be at risk.

The company also made no bones about wanting to have the right to consolidate call centers around the country.

Management is in disarray. Their year-long strategy, developed by outside consultant Dr. Mannheim, is not working. It is not working largely because we did not act as Dr. Mannheim predicted we would.



- We did not strike, costing the company $5 million each day to maintain the scab standby workforce.

- They believed the unity of CWA and IBEW would fall apart. It is stronger than ever.

- They believed our unity would weaken; that longer service employees would abandon less senior workers; that techs wouldn't worry about network operation centers, service rep, and operator services work being consolidated anywhere management saw fit; and no one would care about retirees.


That's what Mr. Seidenberg and company were told would happen. They do not have the slightest understanding of trade union solidarity.

They also did not expect us to make competition work for us. These are the first negotiations where customers have a choice. So, unlike the past, if we went on strike - and we, of course, still may, customers will find it easy to go elsewhere as soon as service deteriorates.

If we have the ability to better control the customer movement from Verizon while our members continue to work, it makes good sense to do so.

And, it is working. The company's attack on our strategy is evidence of the pressure they are feeling.

Your committee has only a single objective - a contract that provides you with job security, continuation of our hard-won benefits, and a retirement with dignity.

With your continued unity and support, we will succeed.

6:00 AM - 6:00 PM, Seven (7) days per week
4 hour shifts
2 assignments per week
§$100.00 fine for not picketing
Fines for strikebreakers - Days wages including any overtime
You are able to swap picket assignments. All swaps will be handled through your unit office.

INFORMATION BULLETIN #03-10


On June 30, 2003 we opened negotiations on common issues. The Company's attacks on all of us continue with major concessions now being presented to all the local unions in the northeast. We made it very clear to the Company that we are here to negotiate a fair contract, and we are not interested in negotiating a one sided agreement that generates additional revenue for them at our members expense. Their greed that started after the merger seems to have no end in site.

The following is an overview on some of the Company's proposals, at the common issues and local tables:


Common issues bargaining table

- Cost sharing and increased co-pays for health care, prescription drugs and dental
- Changes for disability payments (Eliminates payments for certain illnesses and injuries)

- Changes to existing pension benefits
- Eliminate lump sum option
- Establish a cash balance account for any employee hired after April 4, 1994 (optional)
- Cost sharing for retiree health care benefits
- New benefit package for new hires or recalled from layoff
- Changes in incidental absence (No payment for first day unless you have 15 years of service and maximum is 8 days)
- No job security for anyone hired after April 4, 1994
- Transfer of jobs to places outside of the former Bell Atlantic region from .7% to 8%
- Changes in layoff allowance
- Change time frame for electing ISP/EISP
- Cap funding and limit or exclude courses on tuition aid
- Change medical restricted policy that was negotiated in 1998
- Drop all lawsuits and arbitration's which deal with surpluses and layoff

- Remove job security provision in the broadband agreement
- Terminate job security letter for Network Technicians
- Terminate job security letter for Customer Service Agents
- Terminate side letter for Exchange Layout Assigner
- Terminate side letter for Repair Service Attendants
- Terminate side letter for Plant and Building cleaners
- Modify layoff language (current language is too time consuming for the Company)
- Eliminate half hour lunch language from the contract
- Modify grievance procedure
- Terminate declaration of emergency arbitration settlement agreement
- Terminate DAT/EWD on Saturday, Sunday and out of hours arbitration settlement agreement
- Remove Sunday overtime from the 40-hour build.


It is still early in the process. The Company thinks this package is very competitive. Let them know what you think! We must stay united through this process. We cannot allow this company to strip away all the gains that were made over the years by past and present union brothers and sisters.

IBEW and CWA members across the region must stay united! It is our turn to fight this greedy corporate giant. We must do our part at the bargaining table and you must do your part as a member if we are to succeed.

As you are aware we are currently in collective bargaining negotiations with Verizon. The issues they have currently on the table would be devastating to active members and retired members. They are looking for cost sharing of medical benefits along with numerous concessions. It is important that both active members and retired members stay united through this process.

I am not sure whether you have been contacted to work at Verizon in the event of a strike. If contacted, we are asking all of the retired members not to work. Also, in the event of a strike, if you are free and would like to help please contact your local unit office and ask if they need any assistance.

If you live outside of New Jersey and your local union is on strike, whether it's an IBEW local or a CWA local please support us in our efforts.

On August 2, 2003 contracts expire for Verizon and Verizon Connected Solutions. We have scheduled meetings throughout the state for a strike authorization vote. You may attend any meeting that is most convenient to you to vote, except the ones that specify VCS or Verizon only. At those meetings only the specified group is able to vote. At any other meeting that does not specify VCS only or Verizon only members working for either company can vote.

Many of you are not familiar with this process since our last strike authorization vote for Verizon was in 1992 and 2000 for VCS. It is imperative that your bargaining committee receives the strike authorization vote they need. A strike authorization vote does not mean that we are going on a definite strike. It means that you give your bargaining committee the authorization to go on strike if needed. Our intention is to bargain a fair and equitable contract for all of you. This is one of the tools needed for collective bargaining. A strike is always the last resort.

Please attend one of the meetings listed below and vote. Our only chance to succeed is to be united.

In April we had two Statewide Steward Meetings. One for Verizon and one for Verizon Connected Solutions. The purpose of these meetings was to review the bargaining resolutions that were brought forth from your respective units. The resolutions, which were approved by the Stewards, will be our demands for bargaining.

INFORMATION BULLETIN #03-05


The 4% pension band increase scheduled to take affect on July 1, 2003 was renegotiated to be effective on February 1, 2003.

The portion of the pension representing the 4% increase may be paid separate from the initial pension payment for anyone who requested a benefit commencement on or after February 1, 2003, but before the date of this agreement. If that occurs, the adjustment will be paid as soon as possible.

Anyone who retires after the date of this agreement (April 18, 2003) will have the 4% included in their calculation.

Corporate Profit Sharing

The Company has informed us that the Corporate Profit sharing award is $720.00 for plan year 2002. This CPS award will be prorated for part time employees and those who participated more than 3 months in the plan year. In addition $720.00 will be applied and calculated as an overtime adjustment for plan year 2002.

You can elect to contribute the entire amount into your 401K savings plan. If you elect to contribute into your 401K Savings and Security Plan, the CPS award will be contributed into your Savings and Security Plan on a pretax basis and the first percent (6%) will be treated as a basic contribution for purposes of the Company match.

On June 27, 2001 a motion was completed and approved by the members of IBEW Local 827 concerning the fight to attain Dr. Martin Luther King's birthday as a Verizon paid holiday. The Union fully supports this motion and believes that Dr. Martin Luther King's birthday be designated as a Verizon paid holiday.

On Monday, January 20, 2003 (Martin Luther King Day), beginning at 12:00 PM at 540 Broad Street, Newark, New Jersey, there will be a rally and demonstration in support of the motion passed by our membership.
